ថ្ងៃនេះ អ្នកនាំពាក្យរាជរដ្ឋាភិបាល សូមជម្រាបជូនជនរួមជាតិជ្រាបអំពីកម្ពុជាផ្តល់ការគាំទ្រពេញទំហឹងក្នុងការពង្រឹងតួនាទីនិងអាណត្តិរបស់អ្នកសង្កេតការណ៍អាស៊ាន (AOT) ដើម្បីធានាការអនុវត្តសេចក្តីប្រកាសរួមថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ ឱ្យមានប្រសិទ្ធភាព៖
ចាប់តាំងពីបទឈប់បាញ់ចូលជាធរមានកាលពីវេលាម៉ោង ១២ ថ្ងៃត្រង់ ថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ មក កម្ពុជាបានអនុវត្តយ៉ាងម៉ឺងម៉ាត់ និងដោយស្មោះត្រង់ ដោយបានគាំទ្រ និងសហការយ៉ាងល្អជាមួយក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ដើម្បីធានានូវតម្លាភាព តាមរយៈការផ្ទៀងផ្ទាត់ និងការវាយតម្លៃលើផលប៉ះពាល់ដែលកើតឡើង ដោយសារការវាយប្រហារដោយប្រដាប់អាវុធរបស់យោធាថៃដោយបំពានមកក្នុងដែនអធិបតេយ្យភាពរបស់កម្ពុជា។
ជាក់ស្តែង កាលពីព្រឹកថ្ងៃទី២១ ខែមករា ឆ្នាំ២០២៦ ក្រុមសម្របសម្រួល (CLG) នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនដល់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ចុះសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ និងរាយការណ៍អំពីស្ថានភាពព្រំដែននៅភូមិសាស្រ្តស្រុកសំពៅលូន និងស្រុកភ្នំព្រឹក ក្នុងខេត្តបាត់ដំបងនៅក្នុងអំឡុងពេលនៃការអនុវត្តបទឈប់បាញ់។ ក្រុមអ្នកសង្កេតការណ៍អាស៊ានក៏បានចុះទៅពិនិត្យមើលទីតាំងស៊ីវិលនិងហេដ្ឋារចនាសម្ព័ន្ធស៊ីវិល ក្នុងនោះរួមមានលំនៅដ្ឋានរបស់ប្រជាពលរដ្ឋ និងមន្ទីរពេទ្យបង្អែក ដែលត្រូវរងការខូចខាតយ៉ាងធ្ងន់ធ្ងរដោយសារការវាយប្រហាររបស់យោធាថៃកាលពីខែធ្នូ ឆ្នាំ២០២៥។
ចាប់តាំងពីដើមខែមករា ឆ្នាំ២០២៦ មកក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) តាមរយៈការសម្របសម្រួលពីក្រុមសម្របសម្រួល (CLG) នៃព្រះរាជាណាចក្រកម្ពុជាបានចុះសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ និងរាយការណ៍ជាបន្តបន្ទាប់អំពីស្ថានភាពនៅទីតាំងនានាតាមបណ្តាខេត្តជាប់ព្រំដែន ក្នុងនោះដូចជា៖
ខេត្តពោធិ៍សាត់៖ នៅតំបន់អូរភ្លុកដំរី, ច្រកជ័យជំនះ, មណ្ឌលសុខភាព ហ៊ុន សែន ថ្មដា។
ខេត្តឧត្តរមានជ័យ៖ នៅស្ពានអូរជីក, តំបន់ច្រកទ្វារព្រំដែនអន្តរជាតិជាំ និងតំបន់ច្រកទ្វារព្រំដែនអន្តរជាតិអូរស្មាច់។
ខេត្តបន្ទាយមានជ័យ៖ តំបន់ភូមិព្រៃចាន់ និងភូមិជោគជ័យ, តំបន់ច្រកបឹងត្រកួន និងចុះសង្កេតការណ៍និងសួរសុខទុក្ខ បងប្អូនជនភៀសសឹក នៅជំរំជនភៀសសឹក វត្តកណ្តោល ស្ថិតនៅក្នុងស្រុកថ្មពួកផងដែរ។
ខេត្តព្រះវិហារ៖ ចុះពិនិត្យនៅភូមិសាស្រ្តភូមិកររបស់ប្រជាជន ក្នុងឃុំស្រអែម ស្រុកជាំក្សាន្ត និងតំបន់ប្រាសាទព្រះវិហារ ដែលជាសម្បត្តិបេតិកភណ្ឌពិភពលោកដ៏មានតម្លៃបំផុតរបស់មនុស្សជាតិ។
សូមបញ្ជាក់ថា ក្នុងនាមជាប្រទេសស្រឡាញ់សន្តិភាព និងចង់បានការដោះស្រាយបញ្ហាដោយសន្តិវិធី ដោយយុត្តិធម៌ និងត្រឹមត្រូវតាមគោលការណ៍ច្បាប់អន្តរជាតិ កម្ពុជាផ្តល់ការគាំទ្រយ៉ាងពេញទំហឹងដល់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ព្រមទាំងសង្កត់ធ្ងន់ទៅលើសារៈសំខាន់មិនអាចខ្វះបានក្នុងការពង្រឹងតួនាទី និងអាណត្តិរបស់ AOT ដើម្បីផ្ទៀងផ្ទាត់ និងធានាការអនុវត្តបទឈប់បាញ់ និងគោរព អនុវត្តតាមស្មារតីនៃសេចក្តីប្រកាសរួមថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ ឱ្យបានពេញលេញនិងប្រកបដោយប្រសិទ្ធភាព សំដៅលើកកម្ពស់តម្លាភាព គណនេយ្យភាព និងការជឿទុកចិត្តគ្នាទៅវិញទៅមក។
ការគាំទ្រនិងផ្តល់សារសំខាន់ដល់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ធ្វើឡើងស្របតាមស្មារតីនៃចំណុចទី១២ (ផ្នែកទី២) នៃសេចក្តីប្រកាសរួមថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ ដែលចែងថា ភាគីទាំងពីរទទួលស្គាល់តួនាទីដ៏សំខាន់របស់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) និងឯកភាពគ្នាពង្រឹងតួនាទីរបស់ AOT ក្នុងការផ្ទៀងផ្ទាត់ និងធានាការអនុវត្តប្រកបដោយប្រសិទ្ធភាពលើវិធានការទាំងអស់ក្នុងសេចក្តីប្រកាសរួមនេះ ដោយធ្វើការពិគ្រោះយោបល់ជាមួយប្រធានអាស៊ាននិងក្រុមអ្នកសង្កេតការណ៍អាស៊ាន។ នេះសបញ្ជាក់ច្បាស់ថា កម្ពុជាពិតជាមានឆន្ទៈគោរពបទឈប់បាញ់ និងដោះស្រាយបញ្ហាព្រំដែនជាមួយប្រទេសថៃដោយស្មោះត្រង់ តម្លាភាព និងយុត្តិធម៌ ដោយមានក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ជាអ្នកផ្ទៀងផ្ទាត់។
រាជរដ្ឋាភិបាលកម្ពុជា សូមបញ្ជាក់ពីការប្តេជ្ញាចិត្តយ៉ាងម៉ឺងម៉ាត់ និងច្បាស់លាស់ក្នុងការគោរព និងអនុវត្តយ៉ាងពេញលេញ និងខ្ជាប់ខ្ជួន ប្រកបដោយការទទួលខុសត្រូវខ្ពស់បំផុត ចំពោះសេចក្តីប្រកាសរួមនៃកិច្ចប្រជុំពិសេសលើកទី៣ នៃគណៈកម្មាធិការព្រំដែនទូទៅកម្ពុជា-ថៃ (GBC) ថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥, សេចក្តីថ្លែងការណ៍រួមស្តីពី កិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងគូឡាឡំពួរ រវាងកម្ពុជានិងថៃ ថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ និងកិច្ចព្រមព្រៀងពាក់ព័ន្ធផ្សេងទៀតដើម្បីធ្វើឱ្យមានប្រក្រតីភាព សន្តិភាព និងស្ថិរភាពយូរអង្វែងនៅតាមបណ្តោយព្រំដែន និងធានាការដោះស្រាយបញ្ហាព្រំដែនដោយសន្តិវិធី ស្របតាមគោលការណ៍ច្បាប់អន្តរជាតិ។
អ្នកនាំពាក្យរាជរដ្ឋាភិបាលសូមបញ្ជាក់ជូនជាថ្មីថា កម្ពុជាប្រកាន់ជំហរយ៉ាងម៉ឺងម៉ាត់ក្នុងការការពារខ្សែព្រំដែនអន្តរជាតិកម្ពុជា-ថៃ ដែលបន្សល់ទុកដោយគណៈកម្មការព្រំដែនឥណ្ឌូចិន-សៀម ដោយគោរពគោលការណ៍ច្បាប់អន្តរជាតិ គោលការណ៍ខ្សែព្រំដែនមិនកែប្រែ (Uti Possidetis Juris) គោរពអនុសញ្ញា សន្ធិសញ្ញាបារាំង-សៀម ផែនទី និងកំណត់ហេតុបោះបង្គោលព្រំដែនរបស់គណៈកម្មការបោះបង្គោលព្រំដែនឥណ្ឌូចិន-សៀម ព្រមទាំងកិច្ចព្រមព្រៀង និងឯកសារពាក់ព័ន្ធនានាដែលភាគីទាំងពីរបានឯកភាពគ្នានាពេលកន្លងមក។ កម្ពុជាមិនទទួលស្គាល់នូវការកែប្រែខ្សែព្រំដែនណាមួយដែលកើតចេញពីការប្រើប្រាស់កម្លាំងឡើយ៕

Since the ceasefire took effect, Cambodia has provided full support to the ASEAN Observer Team (AOT) to verify and report on the impacts resulting from Thai military attacks on Cambodia’s sovereignty and to ensure the full and effective implementation of the ceasefire while promoting transparency, accountability, and mutual trust.
Obviously, On January 21, 2026, the Cambodian Liaison Group (CLG) of the Kingdom of Cambodia coordinated the ASEAN Observer Team (AOT) to conduct observation, verification, and reporting on the border situation in the areas of Sampov Loun and Phnom Proek Districts, Battambang Province, and inspecting civilian sites and infrastructure, such as housing and a referral hospital, all of which sustained severe damage during the Thai military attack in December 2025.
During the first week of January, the Cambodian Liaison Group (CLG) of the Kingdom of Cambodia coordinated with the ASEAN Observer Team (AOT) to observe, verify, and report on the situation at several locations as detailed below:
Pursat Province: in the area of the O' Phlouk Damrei, Chey Chomneas Point of Entry and Hun Sen Thma Da Health Centre.
Oddar Meanchey Province : the O’ jik Bridge, the Choam International Point of Entry and the O’ Smach International Point of Entry area
Banteay Meanchey Province: Prey Chan and Chok Chey villages, the Boeung Trakoun Point of Entry area. At the same time, the AOT also observed and visited the displaced civilians at Wat Kandol camp in Thma Puok district,
Preah Vihear province: the AOT observed and visited the civilians' village areas in Sra'aem commune, as well as the Preah Vihear temple vicinity, which is one of the most invaluable world heritage sites of humanity.
As a peace-loving country and seeking a peaceful and fair resolution of the disputes in accordance with international law, Cambodia has consistently provided its full support to the ASEAN Observer Team (AOT) and has emphasized the indispensable importance of strengthening the role and mandate of the AOT in line with Point 12 of the Joint Declaration which states that: Both sides recognize the important role of ASEAN Observer Team (AOT) and agree to strengthen the roles of the AOT, in consultation with both the ASEAN Chair and the AOT, in verifying and ensuring the effective implementation of all the measures in this Joint Statement.
The Royal Government of Cambodia reaffirm its firm and clear commitment to fully, strictly, and responsibly respect and implement the Joint Statement of the 3rd Special Meeting of the Cambodia–Thailand General Border Committee (GBC) dated December 27, 2025, the Joint Declaration on the Peace Agreement between Cambodia and Thailand dated October 26, 2025, as well as other relevant agreements, in order to move toward rapid improvement and a return to normalcy, peace, stability, and long-term security along the border.
Cambodia maintains its firm position in safeguarding the Cambodia-Thailand international boundary as inherited from the Commission of Delimitation of the Boundary between Indo-China and Siam, in full respect of international law principles, the principle of intangibility of frontiers (Uti Possidetis Juris), the Franco-Siamese conventions and treaties, the maps, and the procès-verbaux of the Commission of the Abornment of the Boundary between Indo-China and Siam, as well as all relevant agreements and documents mutually agreed upon by both parties. Cambodia will not recognize any alteration of the boundary line resulting from the use of force.
