ថ្ងៃនេះអ្នកនាំពាក្យរាជរដ្ឋាភិបាលសូមរម្លឹកជូនឡើងវិញអំពីខ្លឹមសារសំខាន់ៗនៃកិច្ចព្រមព្រៀងដែលកម្ពុជានិងថៃបានឯកភាពគ្នា ក្រោមការគាំទ្រនិងសម្របសម្រួលពីភាគីអន្តរជាតិពិសេសសហរដ្ឋអាម៉េរិក សាធារណរដ្ឋប្រជាមានិតចិននិងម៉ាឡេស៊ី ក្នុងនាមប្រធានប្តូរវេនអាស៊ានឆ្នាំ២០២៥៖
ទី១៖ កិច្ចព្រមព្រៀងឈប់បាញ់ថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥៖ កើតឡើងបន្ទាប់ពីមានកិច្ចប្រជុំពិសេសនៅទីក្រុងពូត្រាចាយ៉ា ប្រទេសម៉ាឡេស៊ី ដោយមានការចូលរួមពីសម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា និងឯកឧត្តម ភូមថាម វិឆៃយ៉ាឆៃ នាយករដ្ឋមន្ត្រីស្តីទីថៃ ក្រោមការសម្របសម្រួលពីឯកឧត្តម អានវ៉ា អ៊ី ប្រាហ៊ីម នាយករដ្ឋមន្ត្រីម៉ាឡេស៊ី និងជាប្រធានប្តូរវេនអាស៊ាន ឆ្នាំ២០២៥ និងដោយមានកិច្ចសហការរៀបចំដោយសហរដ្ឋអាម៉េរិក និងមានការចូលរួមយ៉ាងសកម្មពីសាធារណរដ្ឋប្រជាមានិតចិន។
នៅពេលបិទកិច្ចប្រជុំពិសេសនេះ សេចក្តីប្រកាសព័ត៌មានរួមមួយត្រូវបានចេញផ្សាយដោយភាគីទាំងពីរ (កម្ពុជា-ថៃ)ទទួលយកបទឈប់បាញ់ដោយគ្មានលក្ខខណ្ឌនិងបានចូលជាធរមាននាវេលាពាក់កណ្តាលអធ្រាត្រ ថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥។ ក្នុងនាមជាប្រធានអាស៊ាន ឆ្នាំ២០២៥ ម៉ាឡេស៊ីត្រៀមខ្លួនជាស្រេចក្នុងការសម្របសម្រួលក្រុមអ្នកសង្កេតការណ៍ដើម្បីត្រួតពិនិត្យនិងផ្ទៀងផ្ទាត់បទឈប់បាញ់។
ទី២៖ នៅថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ ក៏មានការចុះហត្ថលេខាលើសេចក្តីថ្លែងការណ៍រួមរវាងនាយករដ្ឋមន្ត្រីកម្ពុជា សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត និងនាយករដ្ឋមន្ត្រីថៃ ឯកឧត្តម អានុទីន ឆានវីរៈគុន និងដោយមានប្រធានាធិបតីសហរដ្ឋអាម៉េរិក និងនាយករដ្ឋមន្ត្រីម៉ាឡេស៊ី ធ្វើជាសាក្សីបន្ទាប់ពីបានជួបប្រជុំគ្នានៅទីក្រុង គូឡាឡាំពួរ ប្រទេសម៉ាឡេស៊ី ដោយភាគីទាំងពីរបានប្រកាសព្រមព្រៀងគ្នាចំនួន៨ចំណុច ក្នុងនោះចំណុចសំខាន់ៗមានដូចជា៖
ភាគីទាំងពីរបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្តដ៏រឹងមាំចំពោះសន្តិភាព និងសន្តិសុខរវាងប្រទេសយើងទាំងពីរ ដូចដែលបានប្រកាសនៅទីក្រុងពូត្រាចាយ៉ា ប្រទេសម៉ាឡេស៊ី ពីថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥ ហើយបានគូសបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្តយ៉ាងមុតមាំចំពោះការចៀសវាងការគំរាមកំហែង ឬប្រើប្រាស់កម្លាំង ការដោះស្រាយជម្លោះដោយសន្តិវិធី និងការគោរពព្រំដែនអន្តរជាតិ និងច្បាប់អន្តរជាតិដើម្បីលើកកម្ពស់សន្តិភាព សន្តិសុខ ស្ថិរភាព និងវិបុលភាពនៅក្នុងតំបន់ ដោយឈរលើមូលដ្ឋាននៃការគោរពឯករាជ្យ អធិបតេយ្យ បូរណភាពទឹកដី សមភាព និងអត្តសញ្ញាណជាតិទៅវិញទៅមករវាងប្រទេសទាំងពីរ។ ភាគីទាំងពីរក៏បានបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្តយ៉ាងមុតមាំក្នុងការគោរពនិងអនុវត្តកិច្ចព្រមព្រៀងដែលភាគីទាំងពីរសម្រេចបាននៅក្នុងកិច្ចប្រជុំគណៈកម្មាធិការព្រំដែនទូទៅ។
ទី៣៖ នៅថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥៖ មានកិច្ចប្រជុំពិសេសលើកទី៣ នៃគណៈកម្មាធិការព្រំដែនទូទៅ (GBC) រវាងកម្ពុជានិងថៃនៅច្រកព្រំដែនអន្តរជាតិរវាងខេត្តប៉ៃលិន និងខេត្តចន្ទបូរី ដឹកនាំដោយរដ្ឋមន្ត្រីក្រសួងការពារជាតិនៃប្រទេសទាំងពីរ គឺឯកឧត្តម នាយឧត្តមសេនីយ៍ឧបនាយករដ្ឋមន្ត្រី ទៀ សីហា និងឯកឧត្តម នាយឧត្តមសេនីយ៍ Nattaphon Narkphanit ដោយមានការចូលរួមសង្កេតពីក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT)។
ជាលទ្ធផល៖ ភាគីទាំងពីរឯកភាពគ្នាលើបទឈប់បាញ់ជាបន្ទាន់ គិតចាប់ពីម៉ោង១២:០០ ថ្ងៃត្រង់ ថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥។ ភាគីទាំងពីរឯកភាពគ្នារក្សាការឈរជើងនៃកងកម្លាំងរបស់ខ្លួននៅទីតាំងបច្ចុប្បន្ន ដោយមិនត្រូវធ្វើសកម្មភាពចល័តកងកម្លាំងបន្ថែមទៀត។ មិនត្រូវឱ្យមានការធ្វើសកម្មភាពចល័តកងកម្លាំង ដោយរាប់បញ្ចូលទាំងការល្បាតចូលទៅទីតាំងរបស់ភាគីម្ខាងទៀត។
ភាគីទាំងពីរឯកភាពគ្នាថា រាល់ការព្រមព្រៀងក្រោមសេចក្តីប្រកាសរួមនេះមិនត្រូវធ្វើឱ្យប៉ះពាល់ដល់ការខ័ណ្ឌសីមាព្រំដែន និងព្រំដែនអន្តរជាតិរវាងប្រទេសទាំងពីរនោះទេ ហើយបានឯកភាពប្រគល់តួនាទីឱ្យគណៈកម្មការចំរុះព្រំដែនបន្តអនុវត្តការងារវាស់វែងនិងខ័ណ្ឌ សីមាព្រំដែនឱ្យបានឆាប់រហ័សបំផុត ស្របតាមកិច្ចព្រមព្រៀងដែលមានស្រាប់រវាងប្រទេស ទាំងពីរ ដើម្បីសម្រេចបាននូវសន្តិភាពយូរអង្វែងតាមបណ្តោយព្រំដែន។ ភាគីទាំងពីរឯកភាពគ្នាថា នឹងប្រើប្រាស់យន្តការដែលមានស្រាប់នៃគណៈកម្មការចំរុះព្រំដែន ដើម្បីធានាសុវត្ថិភាព និងសន្តិសុខរបស់ក្រុមការងារវាស់វែងចំរុះនៅលើទីតាំងជាក់ស្តែង ដោយរាប់បញ្ចូលទាំងសុវត្ថិភាពពីការជាន់មីន។
ភាគីទាំងពីរឯកភាពគ្នាថា គណៈកម្មការចំរុះព្រំដែននឹងផ្តល់អាទិភាពខ្ពស់បំផុតចំពោះការងារវាស់វែង និងខ័ណ្ឌសីមាព្រំដែននៅតំបន់រងផលប៉ះពាល់ដែលមានជនស៊ីវិលរស់នៅ និងអនុញ្ញាតឱ្យជនស៊ីវិលរស់នៅក្នុងតំបន់ព្រំដែនដែលរងផលប៉ះពាល់វិលត្រឡប់ទៅផ្ទះសម្បែង និងប្រកបជីវភាពរស់នៅធម្មតារបស់ពួកគេវិញ ក្នុងពេលឆាប់ៗបំផុតដោយគ្មានការរារាំង និងដោយមានសុវត្ថិភាព និងសេចក្តីថ្លៃថ្នូរ នៅក្នុងតំបន់រៀងៗខ្លួន។
អ្នកនាំពាក្យរាជរដ្ឋាភិបាលសូមគូសបញ្ជាក់ថា កម្ពុជាគោរពនិងអនុវត្តយ៉ាងម៉ឺងម៉ាត់បំផុតនូវបទឈប់បាញ់និងកិច្ចព្រមព្រៀងទាំងឡាយដែលបានព្រមព្រៀងគ្នាដូចខាងលើ។ កម្ពុជាប្រកាន់ជំហរយ៉ាងម៉ឺងម៉ាត់ក្នុងការការពារខ្សែព្រំដែនអន្តរជាតិកម្ពុជា-ថៃ ដែលបន្សល់ទុកដោយគណៈកម្មការព្រំដែនឥណ្ឌូចិន-សៀម ដោយគោរពគោលការណ៍ច្បាប់អន្តរជាតិ គោលការណ៍ខ្សែព្រំដែនមិនកែប្រែ (Uti Possidetis Juris) គោរពអនុសញ្ញា សន្ធិសញ្ញាបារាំង-សៀម ផែនទី និងកំណត់ហេតុបោះបង្គោលព្រំដែនរបស់គណៈកម្មការបោះបង្គោលព្រំដែនឥណ្ឌូចិន-សៀម ព្រមទាំងកិច្ចព្រមព្រៀង និងឯកសារពាក់ព័ន្ធនានាដែលភាគីទាំងពីរបានឯកភាពគ្នានាពេលកន្លងមក។ កម្ពុជាមិនទទួលស្គាល់នូវការកែប្រែខ្សែព្រំដែនណាមួយដែលកើតចេញពីការប្រើប្រាស់កម្លាំងនោះឡើយ៕

Samdech, Royal Highness, Excellencies, Ladies and Gentlemen, Good Morning!
Today, the spokesperson for the Royal Government would like to summarize the main points of the agreements between Cambodia and Thailand under the support and coordination of international parties, especially the United States of America, the People's Republic of China, and Malaysia, as the rotating chair of ASEAN in 2025 as follows:
1.The ceasefire on 28 July 2025: following the Special Meeting chaired and hosted by Prime Minister Dato' Seri Anwar Ibrahim in Putrajaya, Malaysia and participated by Cambodia's Prime Minister Samdech Thipadei HUN Manet and Thailand's Acting Prime Minister H.E Phumtham Wechayachai, and co-organised by the United States of America with the active participation of the People's Republic of China. The presence and collaboration of all parties underscore a shared commitment to peace, dialogue, and regional stability. An immediate and unconditional ceasefire entered into force from 24:00 hours (local time) on 28 July 2025. As Chair of ASEAN for 2025, Malaysia stands ready to coordinate an observer team to verify and ensure the implementation of the ceasefire.
2.The Joint Declaration on peace agreement has been signed on 26 October 2025 in Kuala Lumpur, Malaysia, by Cambodian PM, Samdech Thipadei Hun Manet and Thai PM H.E Anutin Chanvirakul, on the outcomes of the meeting, witnessed by the President of the United States of America and the Prime Minister of Malaysia.
Both sides reaffirm the unwavering commitment to peace and security between the two countries and reiterate their firm commitment to refrain from the threat or use of force, peaceful settlement of disputes, and respect for international boundary and international law, for the promotion of peace, security, stability, and prosperity in the region on the basis of mutual respect for the independence, sovereignty, equality, territorial integrity, and national identity of our respective nations. Both sides reaffirm our firm commitment to upholding and implementing the agreements reached by both sides at the General Border Committee meetings.
3.The joint statement on 27 December 2025, following the 3rd special meeting of GBC Between Cambodia and Thailand at the International Point of Entry between Pailin and Chanthaburi Provinces. This special Meeting was co-chaired by the Ministers of National Defense of both Counties, H.E. Deputy Prime Minister, General Tea Seiha, and H.E. General Nattaphon Narkphanit, with the participation of the ASEAN Observer Team (AOT) as observer.
Both sides agree to an immediate ceasefire with effect from 12:00 hours noon (local time) on 27 December 2025. Both sides agree to maintain current troop deployments without further movement. There shall be no troop movements, including patrol towards the other side's position. Both sides agree that all arrangements under this Joint Statement are without prejudice to the border demarcation and international boundary between the two countries. Both sides agree to refer to the Joint Boundary Commission to resume, at the earliest, the survey and demarcation works, in accordance with existing agreements between the two countries to achieve lasting peace along the border. Both sides agree to utilize Joint Boundary Commission's existing mechanisms to ensure safety and security of the joint survey team on the ground, including its safety from landmines. Both sides agree that the Joint Boundary Commission will accord the first and foremost priority for the immediate survey and demarcation works in the affected border areas where the civilians resided.
Both sides agree to allow civilians residing in the affected border areas to return at the earliest, without obstruction and in safety and dignity, to their homes and normal livelihoods in areas within their own side.
The Royal Government of Cambodia reaffirm its firm and clear commitment to fully, strictly, and responsibly respect and implements the ceasefire and all agreements agreed upon above.
Cambodia maintains its firm position in safeguarding the Cambodia-Thailand international boundary as inherited from the Commission of Delimitation of the Boundary between Indo-China and Siam, in full respect of international law principles, the principle of intangibility of frontiers (Uti Possidetis Juris), the Franco-Siamese conventions and treaties, the maps, and the procès-verbaux of the Commission of the Abornment of the Boundary between Indo-China and Siam, as well as all relevant agreements and documents mutually agreed upon by both parties. Cambodia will not recognize any alteration of the boundary line resulting from the use of force.
