ថ្ងៃនេះ អ្នកនាំពាក្យរាជរដ្ឋាភិបាលកម្ពុជា សូមជម្រាបជូនសាធារណជនជាតិនិងអន្តរជាតិជា្របអំពីការតវ៉ាយ៉ាងខ្លាំងរបស់កម្ពុជាប្រឆាំងនឹងសកម្មភាពរបស់កម្លាំងប្រដាប់អាវុធថៃ៖
កម្ពុជាសូមសម្តែងនូវការតវ៉ាជំទាស់យ៉ាងខ្លាំងចំពោះសកម្មភាពជាបន្តបន្ទាប់ដែលបង្កឡើងដោយកងកម្លាំងប្រដាប់អាវុធថៃ ដែលធ្វើឱ្យប៉ះពាល់យ៉ាងធ្ងន់ធ្ងរដល់អធិបតេយ្យនិងបូរណភាពទឹកដីរបស់កម្ពុជា ហើយជាសកម្មភាពដែលមិនស្របទៅនឹងវិធានការកាត់បន្ថយភាពតានតឹងដែលមានចែងក្នុងចំណុចទី១នៃសេចក្តីប្រកាសរួម នៃកិច្ចប្រជុំពិសេសលើកទី៣ របស់គណៈកម្មាធិការព្រំដែនទូទៅ(GBC) ចុះថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ ដែលភាគីទាំងពីរកម្ពុជា-ថៃ បានឯកភាពគ្នានោះឡើយ។
សកម្មភាពបង្កហេតុរបស់កងកម្លាំងប្រដាប់អាវុធថៃបានបន្តកើតមាននៅថ្ងៃទី១៩ ខែមករា ឆ្នាំ២០២៦ រួមមានដូចជា៖
១. ការតម្កល់រូបសំណាកព្រះពុទ្ធបដិមារ នៅលើទីតាំងរូបសំណាកបដិមាព្រះវិស្ណុដែលត្រូវបានបំផ្លាញដោយយោធាថៃ នៅតំបន់អានសេះ ខេត្តព្រះវិហារ។
២. ការដាក់រាយទូរកុងតឺន័រដើម្បីរាំងផ្លូវនៅតំបន់បឹងត្រកួន ខេត្តបន្ទាយមានជ័យ។
៣. ការសាងសង់លេណដ្ឋានដោយប្រើប្រាស់គ្រឿងចក្រធុនធ្ងន់នៅតំបន់បឹងត្រកួន។
កម្ពុជាសូមអំពាវនាវឱ្យប្រទេសថៃអនុវត្តឱ្យបានពេញលេញនិងស្មោះត្រង់នូវគ្រប់ប្រការទាំងអស់នៃសេចក្តីប្រកាសរួមនៃកិច្ចប្រជុំពិសេសលើកទី៣ របស់គណៈកម្មាធិការព្រំដែនទូទៅ(GBC) ចុះថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ និងកិច្ចព្រមព្រៀងពាក់ព័ន្ធផ្សេងទៀតដើម្បីកាត់បន្ថយភាពតានតឹង ជាប្រយោជន៍ដល់ការកសាងទំនុកចិត្ត ការជឿជាក់ និងការស្តារសន្តិភាពឡើងវិញនៅតាមតំបន់ព្រំដែនរវាងប្រទេសទាំងពីរ។
កាលពីថ្ងៃទី១៧ ខែមករា ឆ្នាំ២០២៦ ក្រសួងការបរទេសនិងសហប្រតិបត្តិការអន្តរជាតិ ក៏បានចេញសេចក្តីប្រកាសព័ត៌មានមួយដោយបានសម្តែងពីការជំទាស់យ៉ាងខ្លាំងរបស់កម្ពុជាចំពោះសកម្មភាពរបស់កងកម្លាំងប្រដាប់អាវុធថៃ ដែលធ្វើឱ្យមានការកែប្រែនូវបរិយាកាសសន្តិសុខនៅក្នុងឬជុំវិញតំបន់ជនស៊ីវិល ដើម្បីពង្រឹងការគ្រប់គ្រងយោធា ឬបង្កើតស្ថានភាពថ្មីនៅលើទីតាំងជាក់ស្តែង ដែលជាមូលហេតុធ្វើឱ្យខូចដល់កិច្ចខិតខំប្រឹងប្រែងកាត់បន្ថយភាពតានតឹង និងរារាំងដល់ការវិលត្រឡប់របស់ជនស៊ីវិលទៅកាន់ផ្ទះសម្បែង និងកាន់កាប់ទ្រព្យសម្បត្តិរបស់ពួកគេដោយសុវត្ថិភាព និងសេចក្តីថ្លៃថ្នូរ។ សកម្មភាពទាំងនោះរួមបញ្ចូលទាំងការរាយបន្លាលួសនៅក្នុងតំបន់ច្រកទ្វារអន្តរជាតិថ្មដា ក្នុងខេត្តពោធិ៍សាត់ កាលពីថ្ងៃទី១៦ ខែមករា ឆ្នាំ២០២៦ ដែលបង្កនូវក្តីបារម្ភយ៉ាងខ្លាំងចំពោះអធិបតេយ្យ និងបូរណភាពទឹកដីរបស់កម្ពុជា ហើយដែលផ្ទុយពីស្មារតីនៃសេចក្តីប្រកាសរួមថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥។
អ្នកនាំពាក្យរាជរដ្ឋាភិបាលសូមបញ្ជាក់ជូនជាថ្មីពីជំហររបស់កម្ពុជាដូចតទៅ៖ ក្នុងនាមជាប្រទេសស្រឡាញ់សន្តិភាព កម្ពុជាបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្តយ៉ាងខ្ជាប់ខ្ជួនរបស់ខ្លួនក្នុងការគោរពបទឈប់បាញ់ និងគ្រប់ចំណុចទាំងអស់ដែលមានចែងក្នុងសេចក្តីប្រកាសរួមថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ និងកិច្ចព្រមព្រៀងដទៃទៀត។ កម្ពុជាប្រកាន់ខ្ជាប់នូវការដោះស្រាយបញ្ហាព្រំដែនជាមួយប្រទេសថៃដោយសន្តិវិធី ស្របតាមច្បាប់អន្តរជាតិ និងកិច្ចព្រមព្រៀងទ្វេភាគីដែលមានស្រាប់។
កម្ពុជាប្រកាន់ជំហរយ៉ាងម៉ឺងម៉ាត់ក្នុងការការពារខ្សែព្រំដែនអន្តរជាតិកម្ពុជា-ថៃ ដែលបន្សល់ទុកដោយគណៈកម្មការព្រំដែនឥណ្ឌូចិន-សៀម ដោយគោរពគោលការណ៍ច្បាប់អន្តរជាតិ គោលការណ៍ខ្សែព្រំដែនមិនកែប្រែ (Uti Possidetis Juris) គោរពអនុសញ្ញា សន្ធិសញ្ញាបារាំង-សៀម ផែនទី និងកំណត់ហេតុបោះបង្គោលព្រំដែនរបស់គណៈកម្មការបោះបង្គោលព្រំដែនឥណ្ឌូចិន-សៀម ព្រមទាំងកិច្ចព្រមព្រៀង និងឯកសារពាក់ព័ន្ធនានាដែលភាគីទាំងពីរបានឯកភាពគ្នានាពេលកន្លងមក។ កម្ពុជាមិនទទួលស្គាល់នូវការកែប្រែខ្សែព្រំដែនណាមួយដែលកើតចេញពីការប្រើប្រាស់កម្លាំងឡើយ៕

Samdech, Royal Highness, Excellency ladies and Gentlemen, Good morning!
Today, the Spokesperson for the Royal Government of Cambodia would like to inform the general public, national and international, that the Royal Government of Cambodia registers its strong protest against the continued activities undertaken by the Thai armed forces which raise concerns regarding the Cambodia’s sovereignty and territorial integrity.
And are inconsistent with the de-escalation measures set out in ItemI of the Join Statement of the 3rd Special Metting of General Border Committee (GBC) dated 27 December 2025.
The concerning activities carried out on 19 January 2026 include:
1.The installation of a Buddha statue on the pedestal where a statue of Lord Vishnu had previously stood before being destroyed by Thai military personnel, in the An Ses area, Preah Vihear Province.
2.The installation of two additional containers to block road access, in Boeung Trakoun area, Banteay Meanchey Province.
3.The construction of bunkers with heavy machinery in Boeung Trakoun area.
In this context, Cambodia calls upon Thailand to implement in good faith and in full the provisions of the Joint Statement of the 3rd Special GBC Meeting of 27 December 2025, and other relevant agreements and arrangements aimed at de-escalating the situation, building trust and confidence and restoring peace along the border between the two countries.
On 17 January 2026, The Ministry of Foreign Affairs and International Cooperation also registers Cambodia's strong protest against the actions undertaken by the Thai armed forces that alter the security environment in or around civilian areas, consolidate military control, or create new facts on the ground, thereby directly undermining de-escalation efforts and hindering the safe and dignified return of civilians to their homes and properties. This includes laying barbed wire in the area of Thmor Da International Point of Entry of Pursat Province, on 16 January 2026.
The Spokesperson for the Royal Government of Cambodia would like to Re-emphasize that Cambodia, as a peace-loving Country, always adheres to its firm commitment and determination to faithfully respect the ceasefire and to Resolve the border issues by peaceful means in accordance with the international law and the spirit of the Joint Statement dated December 27, 2025, as well as the spirit of the previous agreements.
Cambodia maintains its firm position in safeguarding the Cambodia-Thailand international boundary as inherited from the Commission of Delimitation of the Boundary between Indo-China and Siam, in full respect of international law principles, the principle of intangibility of frontiers (Uti Possidetis Juris), the Franco-Siamese conventions and treaties, the maps, and the procès-verbaux of the Commission of the Abornment of the Boundary between Indo-China and Siam, as well as all relevant agreements and documents mutually agreed upon by both parties. Cambodia will not recognize any alteration of the boundary line resulting from the use of force.
