Keynote Address by H.E. Chum Sounry, Spokesperson for the Ministry of Foreign Affairs and International Cooperation (MoFAIC):4:00 PM, August 6, 2025
The Ministry of Foreign Affairs and International Cooperation wishes to clarify several key points raised during the press briefing held by the Thai Ministry of Foreign Affairs on 5 August 2025, as follows:
First, regarding the allegation of "bringing Cambodia back to talks":
The public assertions by the Thai Ministry of Foreign Affairs that it has brought Cambodia back to the negotiating table are baseless and appear aimed solely at claiming undue credit. Such statements disregard Cambodia’s longstanding and proactive efforts to de-escalate tensions and uphold regional peace. Cambodia reaffirms its unwavering commitment to resolving all outstanding issues with Thailand through peaceful means. We remain ready to engage constructively in bilateral dialogue, with the support of ASEAN where appropriate, to achieve a durable and peaceful resolution in accordance with the ceasefire agreement and international law.
Second, regarding allegations of Cambodian provocations:
Cambodia firmly rejects Thailand’s unfounded accusations of provocation and expresses serious concern over Thailand’s continued provocative military actions along the shared border. These actions not only breach the terms of the ceasefire agreement but also jeopardize ongoing diplomatic efforts aimed at de-escalation. Cambodia has demonstrated maximum restraint in the face of these provocations and remains fully committed to a peaceful resolution. We call on the Thai side to immediately cease all unilateral military activities that risk reigniting hostilities and destabilizing the fragile peace and stability along the border. Cambodia urges Thailand to fully honor its obligations under the ceasefire agreement and to engage in sincere, expeditious dialogue grounded in mutual respect and international legal principles.
Third, regarding Thailand’s claims of proportionate defence:
Cambodia categorically rejects Thailand’s characterization of its military actions as proportionate and defensive. This narrative is misleading and does not reflect the facts on the ground. It was the Thai armed forces that initiated the recent escalation through repeated incursions into Cambodian territory, supported by artillery strikes and aerial operations. In response, Cambodia has acted solely in defence of its sovereignty, in full compliance with international law, and has exercised the utmost restraint to prevent the situation from escalating into a broader conflict.
Fourth, on disinformation allegations:
Cambodia firmly rejects Thailand's unfounded allegations accusing Cambodia of spreading disinformation. Such claims are not only baseless but are deliberate attempts to distract attention from the realities on the ground and justify Thailand's own provocative actions. Cambodia has remained transparent and factual in its communication, relying on verified information to inform both its citizens and the international community.
Cambodia has never engaged in the dissemination of misleading publications or incitement. We call on the Thai side to refrain from politicizing the information space. Cambodia reaffirms its commitment to open, responsible, and verifiable communication, and welcomes the involvement of neutral third parties, including ASEAN and international observers, to impartially assess the facts on the ground.
