On November 13, 2025, at 08:30 AM, the ASEAN Observer Team (AOT), with the facilitation of the Coordinating Task Force for the Observer Team of the Ministry of National Defence of Cambodia, arrived at the Cambodia-Japan-Mongkol Borey Hospital to inspect the situation of the Cambodian civilians who were injured by the Thai forces' unprovoked use of violence. Afterwards, the AOT also oversaw the Cambodian specialized authorities’ autopsy examination of the body of the deceased, Dy Nai, alias Sal, a 36-year-old Male, residing in Prey Chan village, in order to observe, verify, and report on the condition of victims and the impacts left by the Thai forces' indiscriminate and unprovoked opening fire on Cambodian civilians on November 12, 2025, in Prey Chan village, O' Bei Chan commune, O' Chrov district, Banteay Meanchey province.
It should be recalled that the two rounds of the Thai military shooting of Cambodian civilians resulted in injuries to 3 Cambodian civilians and the tragic loss of one life.
Cambodia urges that Thailand immediately cease all hostile activities that threaten peace and stability in the region. At the same time, we call on the Thai side to turn to firmly honour the Ceasefire Agreement, the Joint Declaration, as well as the obligations under international law with sincerity, in good faith and goodwill.
The Kingdom of Cambodia calls for an independent investigation into this case and appeals for the participation of qualified international parties to uncover the truth and those responsible in order to deliver justice for the victims of Thai military shootings of innocent Cambodian civilians.
Rather than resorting to acts of aggression or the use of force, Cambodia firmly adheres to resolving disputes through peaceful means in accordance with international law, treaties, conventions and the existing agreements, so as to seek solution that is just, fair, long-lasting, and in compliance with international law.
